Does either Adobe Express free or Adobe Express Premium editions (on windows desktop) provide a means to export a single frame from a video?

AFAIK, no.
1. Pause video.
2. Use your computer keyboard's Print Screen (PrtSc) function key to grab a screen capture.
3. Paste contents into a document with Ctrl / Cmd + V.
4. Crop as needed.

Not really but there is a way,
Take your video at the moment you need the still to show (place the play head at the right place)
Drag the mouse and select everything in the frame, at that exact moment. Copy (CTRL+C)
then add a page, same size and paste everything. You may have to add a background colour as this cannot be pasted.
You obviously get a video, but one that doesn't move.
Now download your project (just the one selected) and choose a PNG, PDF or JPEG
You got your still!
You can try to simply place the playhead and decide to download here and then (without copying, pasting on a new page) but I found it didn't work out the exact moment for me. But it can be a solution too!
It works for me, maybe there is an easier way...

When you outgrow consumer software, Premiere Pro is what the film industry pros use, alone or alongside After Effects (motion graphics). It has a steeper learning curve than entry-level Premiere Elements, but Premiere Pro can do everything.
