I am creating a newsletter with my adobe exoress licensed software. This would be stored on a government computer and going out to a small public group. I understand they can use any browser to access but would the public have trouble accessing the adobe file on the government computer say my onedrive? My understanding is that adobe express is not a website so would security be an issue? Adobe express is like a pumped up version of a pdf? Thanks for reviewing and helping me understand. Also can I create a pdf from adobe express?

Hi @patricia_7504, we are sorry for the late reply.
Basically, that would depend on how you created the project you wanted to share. If you created a multipage document, saved it as a PDF, and put the file in a location where the others within your department have access, that should work just fine. You would likely not want to create a webpage project in this instance, as you might run into access issues.
