Uploading images and file size

Can someone please explain why when I try to upload a photo, I get the some files exceed the size limit message?  I've already reduced a 20 MB photo to 1MB and still not uploading. Is the file size limit really lower than this? The only limit I have found online states 40 MB is the limit. I'm well under this. I have the premium.

The message should ideally provide a link to the FAQ: https://helpx.adobe.com/express/system-requirements.html
If you scroll halfway down that page, you'll see that — in addition to the 40MB size limit  — there's a maximum resolution of 8k x 8k as well; the latter is probably what you are running into.
