Albanian fonts

As @Kartika Rawat said, text is hard. Unicode text is much harder.  Not using Unicode, you can do a reasonable job:

city Korçë in winter behind the bold white solid exact text "Korce" with a red and black background 

Note, I did reorganise your prompt.

But if you need the Unicode characters, will need to go the route Kartika recommended.
