not able to get effect options

I am not able to create an image with the reference image and not able to find the options for effect. i have attached the screeshots as well.

This is weird! Which browser are you using? Have you already tried another browser to test?

Adding a bit more to what @droopydog500  and @Kartika Rawat  mentioned. 
Consider opening a new tab and turning your computer off and on.
