I believe this is dependent on your contract. I recommend that you obtain a copy of the contract your company signed with Adobe or contact your Adobe enterprise sales representative.

@Efrain5D85  Single licensed users still fall under Enterprise limitations. 

Users have to be entitled as a Firefly Trainer via the Admin to train Firefly with custom models and there are API rate limits per organization:
