Firefly States be included in my enterprise account, but access is denied

I contacted my admins and there is not a clear restriction on their end. Is Firefly truly not accessible for my plan type, or is this a bug. Talk to your Admins to make sure you have the right product assigned to you. There are different "flavors" of Creative Cloud and if you are assigned the wrong one you wont have FF. 

Example: All Apps - Edition 4 with Premium Stock includes Firefly while All Apps - Pro Edition does not.
