I have a situation, where I need a small (96x54 px) video compressed in H.264 - but the problem is that the encoder apparently can't be set lower than 0.19 Mbit/s and I need it set to around 0.1.
Is there a way to accomplish that, either directly, using work-arounds or perhaps using another encoder (suggestions, please)?

Try exporting a high quality file (don't take the .19 Mbit/s video and further compress it), then use Handbrake to see if you can get your desired bit rate.
