Error when making proxies out of MXF files in Adobe Media Encoder

I have loads of 4K footage that I need to make low res proxy files for.

 

I'm working with Premiere Pro 23.1 and Media Encoder 23.1

 

In Premiere Pro, I right-click an MXF file > Create proxy > which leads me to this screen below

I hit 'OK' and the proxy starts to render in Adobe Media Encoder. After about 15 seconds, the proxy fails and when I open the error message, it says "Frame substitution recursion attempt aborting after multiple attempts on file"

 

Any ideas on how to fix this?
