Are scanned pdf files stored offline in iPhone?

I know the scanned pdf files are stored to Adobe Cloud servers.

When I open them in the iPhone app, it always takes 1-2 seconds to open.  That's not a normal speed for opening a pdf file stored in iPhone.

Does it mean they are stored in Adobe Cloud and they are downloaded to my iPhone just right after I want to open them?  

If true, this practice will consume many data for my mobile plan.   Can they be stored iPhone as an offline copy too? !
