This is the default behavior of the Adobe Scan app. All files created using Adobe Scan are automatically saved to Adobe Document Cloud for seamless backup and cross-device accessibility.
This ensures that users can securely access their scanned documents anytime, anywhere, and from any device, as long as they're signed in with the same Adobe ID.

@Brian J. Baumgartner as per @Bernd Alheit that is one definetly way around it. Don't use it.
Another method is after scanning the PDF, delete it from your systems including Adobe Cloud too!
