I am Chinese and if I want to use this app, I have to switch the nationality of the App Store to another country, such as Hong Kong or Canada. If I switch the country and region back to mainland China, then I will not be able to use the app, and after scanning, the homepage will still be empty. I'm a student studying design. I really need this application. I often use it to scan sketches and convert them into electronic manuscripts.

Your question seems to be asking two different things in one.
If you are an iOS user you can ask that question in an Apple support forum or simply go to the support page of the Apple App Store and search how to change Country and Regional Settings.
If you are an Android user just go the Google Playstore and change Country and Regional Settings from there.

Sometimes you get users and Adobe representatives that can help with issues but in your particular case that is something that should be routed through Customer Service.
