I'm using Acrobat DC Pro which gives me access to some if not all the Adobe Sign functions.  (In fact, if I try to buy Adobe Sign, I get a message saying I already have the product).  See below:

 

I don't suppose I am the only person with this experience.

So how can I set up an Adobe SIgn profile from Acrobat DC Pro?
