is it possible to place an overlay on the bottom of a scrolling page?

can make it place the "green overlay area " under the scrolling line

Thanks for using Adobe XD, as you have described that you wish to place an overlay at the bottom of the scrolling page, I would like to inform you that, you can't place the overlay below the viewport height.
