Unable to select layers and edit text in a layer

I don't know if this is only PC related, but selecting layers is super buggy.

Not only can I not select and move layers at times, sometimes while I try and edit text in a layer - the text that I start to type appears in the font style menu. Not the font family, but in the field where "light," "Light italic," etc. would appear. For example, if I start to type "Submit," the data in that field may look like this: "LigSubmitht" 

Other starneg bug is when I am trying to reorder the layers, and the 🚫 symbol appears - and that symbol is overlayed on my whole system, so if I tab over to Chrome, I still see that symbol and the name of the layer.
