Panel minimizes when changes to certain tools such as the pen tool

I maximize the composition panel to see my work on fullscreen.

I change to the pen tool to draw, composition panel minimizes.

I notice it also happens when panning holding the middle mouse button.

What happens if you disable the Auto-Open Panel (screenshot)?
