こちらの動画のような、延々と回転しながら手前にカラフルに発光する星の軌跡を作りたいのですが、どうやったら出来るでしょうか？

動画のように一定の場所で線が出ては消えるようにしたいです。

That could be as trivial as applying the stripes as a texture to a CC Cylinder effect and using a camera with a very short lens for a strong fisheye effect. Likewise, this could be done entirely in 2D without any camera with effects like Optics Compensation, Bulge etc..
