AFTER EFECT 22.3 Doesn't start since last update

since the last AE update it gets stuck on startup. this also happens with Premier Pro and it was since they incorporated Frame.io. Please, I need to solve this problem urgently. I have a computer with Windows 11 Pro with 64 bit architecture.

Check your system network settings and/or delete the network connection, then let Windows rebuild it after a reboot.

That doesn't work as does uninstall and reinstall it
