After effect 23 keep crashing on startup

So I recently installed AE 23 on my office new PC, it is not very stable,

as it keeps crashing during startup, it generates a crash report on desktop whenever it failed on the startup,

sometimes it tooks 10 times or can go even up to 20 times in attempts to get my AE start working!

and i have tried to install AE 22 , this problem still happening on AE 22!
