After Effect CC 2019 Error 23::46

Hey, I have a problem with Adobe After Effect 2019(it was also doing it  with the 2018. every time i start after effect, i get this Error 23::46, I've read online it could be language problem but after effect is suposed to to be installer in english, like my windows language and i can't find the AMT that contain the language setting, I have a AMT Folder with things in it but not a file like they told me in the forum(the post I read was about after effect CS3, CS4 and CS5, maybe since i use a more recent version the program is working differently or I don't know, but since I am paying for all the Adobe Suite and After Effect is Kind of a Principal program in the list, I would like to be able to use it
