Alright so I am using the radio waves present and I turned it to mask and the wave type. As I go down to mask it stays as none, there is no mask 1 option

I think you've drawn a shape layer - not a mask. Does it have a star icon in the time line?

If so, delete that layer.

To draw a mask: first, make sure you have a layer selected - the layer on which radio waves is applied, then draw the same shape. If you draw a shape without a layer selected - you'll get a shape layer, which you don't want.
