Those look quite similar to the MoGRTs (Motion Graphics Templates) that ship with PPro and these (files with the mgrt file extension) can be opened in Adobe After Effects. You can download more free MoGRTs at Adobe Stock Stock photos, royalty-free images, graphics, vectors & videos | Adobe Stock

You may also preview these in PPro, in the Essential Graphics Panel which acts as a Browser for Adobe Stock assets. There's also a checkbox to view only FREE content.

Shameless Plug - I've recently developed a MoGRT (typeGEMs V2) which allows for per character text animation in Adobe Premiere Pro and Adobe After Effects. Today, I shipped 25 free Premiere Pro templates for early adopters - typeGEMsV2 (Adobe Premiere Pro Text Tool) ships with 25 FREE Premiere Pro Templates - YouTube

If you have bridge installed you can go to the top of the interface and click Animation/Browse presets. Bridge will open with a bunch of previews of text and other built in pre-sets.

After viewing the presets you can apply them from your effects/presets panel.

VideoHive has free items each month.  They have had a lot of free AE templates for text animations.

There are free MoGRTs (Motion Graphics Templates) in PPro. You can open these in AE and edit them - use the File Open command in AE to open these .mgrt files.

There was a time when AE shipped with Templates - I'm not sure when that stopped.

Can you post examples of stuff from videoblocks that you like? Lots of other template sites offer Template freebies.
