after effects time line skipping to seconds

help please weird problem - YouTube

my timeline is not very accurate and is skipping to seconds so can only go 1 to 2 to 3 and cant get in the middle.

Roland is right, you simply have a too short of a composition. you are moving between frames, not seconds, and it is the smallest unit in Ae.

it's hard to tell by your screencapture because it's cropped but you may just need to zoom out of your timeline:

or like Roland suggested set a longer duration for you composition in the composition settings.

the time ruler in the timeline will display different increments depending on the zoom level. Use the zoom slider to change your view to adjust the increments
