After effects won't start error 0x0000142

I installed after effects but it won't start and I think the problem is because of my CPU, but I am not sure because I can use other Adobe Programs aswell.
My CPU is this one    AMD Phenom II X6 1055T

Sorry if the problem is obvious, I don't really know a lot about PCs

Das wird nix. Die Kiste ist einfach mal zu alt und der Prozessor wird nicht mehr unterstützt.

I believe the issue is the version of Windows you are using. Please refer to the system requirements for AE here: https://helpx.adobe.com/after-effects/system-requirements.html

ou and btw i installed it on an external hardware bc i am out of storage
