I have a client asking me to replicate this text animation in the attached, but with different text than the original.

Is this something standalone AfterEffects can do using with effects & presets, or is it beyond AE's capabilities?

You could likely do it with the Cinema 4D renderer and extruded shape layers. It will just require a bit of preparation and more than just a single layer.

You can come close with a text animator and echo. I just used one text layer, but if you put each character on a separate layer and moved them behind the camera, you could get them to fly into position the same way the sample video does. I've attached a project file to give you the basics.
