Black lines in Timeline panel

Every time I move, there's a black line... Only 2 days ago, I bought laptop that window10 and effect program is cc2017 version.

so why does this happen?

Is that a program problem or computer problem?

It looks like a graphic GPU issue. Try updating your graphics card display drivers. When you unbox a PC it always has the very oldest drivers on.
