The tutorial is 4 years old, so it uses the old AE 3D tools.  Their names have changed and functionality is somewhat different.  Pan Under Cursor is equivalent to Pan XY.  The Dolly tools are equivalent to Track Z tool.

    Press C to toggle between the various camera control tools.  

     

    If you have no 3D layers or camera defined in your comp, the 3D tools are not accessible.

    I have 3D layers as well as a camera but pressing C only shows Orbit Around Cursor, Pan Under Cursor, and Dolly Towards Cursor.
