CC Ball Help - alternative?

Question

Im trying to create a sphere of spinning flat circles. Currently I am using CC ball action to achieve the current effect I have, which is the style I am trying to achieve. I would like the balls to appear in one at a time however, I'm open to using a different effect if I can achieve a similar style, but with them appearing in one a a time. Any help or suggestions would be much appreciated, thank you!

I think I'd precomp the layer you're apply CC Ball Action to, then in the precomp, I'd add a transition effect.  Probably something like a gradient wipe combined with the mosaic effect to control each ball appearing.
