Pre-compose the logo to a larger comp and apply your scatter effect in the parent comp to the resulting comp-based layer. I suggest you read the online help and/ or watch a tutorial on some of these basics.

    What do you mean by resizing borders of a photo?

    I want that when applying the scatterize effect or any other, it would not be limited to the borders of the photo and spread to the entire layer
