Composition doesn't appear on the timeline panel

Yes you're not working with a "precomp" all you've done is create a composition with nothing in it.  We know there's nothing in it because there are zero media files in project panel.  Technically a "precomp" is when you take selct a layer or multiple layers within a composition and create a new composition from them.   There is no problem in the video you provided.  As others have suggested you need to follow the most basic tutorials available.

Your screen capture movie shows normal and expected behavior. There is nothing in the comp so the Composition Panel does not show anything.

I strongly suggest that you open the Learn section of the Home Screen in AE or open the Learn Workspace and spend at least the first 6 minutes of the introduction figuring out how the UI works and how to create a project. After you have done that spend some time with the User Guide. You will not get very far just poking around in the app expecting miracles to happen.
