Could not launch Adobe Analysis Server 515 - AE 2023 Mac

Mac Studio 2023 Apple M2 Ultra 192GB ram Mac OS Ventura 13.5 running AE2023 23.6

Getting this error when trying to run camera tracker.

First error is "Unkown Exception"

followed by "After Effects error: Could not launch Adobe Analysis Server. (515) ( 25 :: 101 )

I've seen this posted before but on older versions of AE. Most solutions reference steps to take on a PC, not on a mac.  Other solutions also seem to indicate virus software, of which I do not have.  

Based on previous errors with camera tracking and "dynamic link" I'm guessing this has something to do with a plugin, but hard to pinpoint that.  Hopeful for any other feedback or ideas.

Just an idea for repro: consider trying to bog down a project with tons of assets and then try again.  Like tons of footage, vector/raster files (photos, logos etc) , maybe even drag in a bunch of other project files (like templates or whatever you guys may have) so it's a super bloated project.  The only clue I have is that brand new projects seem to not have a problem, whereas large projects with lots going on in them tend to fail.
