CPU usage very weird after fresh install of Windows and CC, what have I forgotten ?

I've just installed a new boot drive on a i9 box with a clean install of Windows 10 and a fresh install of Adobe CC and now After Effects is behaving really strangely. I have a project which uses quite a bit of 4K gopro footage. It's all H264, which is never great in AE but this is ridiculous, the poor CPU is trying to  melt itself  to render this footage. Premiere doesn't bat an eyelid. for example a 30 sec clip output from Premiere essentially a transcode, takes about 11 secs, CPU fans hardly change tone, exact same thing in in AE was going to take 40 mins with fans are at 100% trying to keep the CPU from combusting. What is going on ? Have I forgotten something in my quest for the complete fresh install ?

Without any details from the device manager and such it's impossible to say, but I would guess that substituting the drive messed up device order on the PCI lanes and thus GPU acceleration is not working correctly anymore or something like that. Start by trashing the AE prefs to force a refresh scan of the GPU probing utility and resetting the configuration. For anything beyond that more details are required liek the mentioned info from the device list, possibly screenshots of task manager/ resource monitor and so on. Also check the event viewer for warnings. maybe soem driver associated with the change in storage is simply crashing and needs to be updated.

so which details from the device manager are most pressing ?

curiously when I opened Device Manager there is a massive list of  "Base System Device" warnings ?

 

there must be literally a 100 of these entries until at the bottom we get this

CPU: Processor Intel(R) Core(TM) i9-7940X CPU @ 3.10GHz, 3096 Mhz, 14 Core(s), 28 Logical Processor(s)

GPU: Nvidia GTX 1660 Ti - Version 456.71

RAM: 64GB

C: Samasung 970 EVO Pluse NVMe M.2 (1TB)

AE: 17.7.0.45

 

I deleted the AE prefs, no change, any other suggestions greatly appreciated...
