Creating particles to match the vidoe - In After Effects

Hello everyone, 

Am a rookie animator. I am trying to animate particles over an object (like the attached example). I found this in dribble and its created with a 3d software. I want to replicate just the particles effect in After Effects. I found some tutorials in Youtube, but nothing comes close to this. Any suggestions or tips to achieve will be appreciated.
