Cursor in Paint Tool and Zooming In

I'm using the paint tool to draw directly on video. The video is 1080p. My brush size is 5px. My cursor is a crosshair (4 unconnected lines) instead of a circle unless I zoom in to my footage to at least 100%. Is there a way to make my cursor a circle always?

Here's what the crosshairs look like - it's just 4 lines with no circle in the middle. Is there any way to make my cursor a circle or at least crosshairs with a circle in the middle, without having to zoom in to my footage to 100%?
