You're looking at a Speed Graph and it's flat at 0 pixels per second for a Scale Property which doesn't have any change in value. I will take a guess that either you have a single keyframe or there are more than one keyframes and at the time interval shown, these keyframes have the same values. Look into these possible causes and add at least one more keyframe or change the value of one or more keyframes so that the graph appears in a form that can be manipulated.
