Why do not Graph Tool Tips come in lower points of the graph? video is attached.

You are looking at a Speed Graph. The bottom point shows you no movement. The second keyframe is up around 1600 pixels per second (or crossing an HD comp in a little over a second), and then the layer instantly stops.
