There's a free HAP encoder plugin for both operating systems, see https://github.com/disguise-one/hap-encoder-adobe-cc/blob/master/doc/user_guide/README.md

It doesn't appear that there is a free HAP plugin for the Adobe suite that supports Apple Silicon. Will Adobe plan to support this codec?

Probably not.. I would be shocked if they did.

All the mentioned Links and Plugins do not seem to work with the current version...

Did you manage to find a free HAP plugin?

Sadly not. I have used a video converter to convert mp4 to hap (if I remember correctly it was "shutterencoder")

While Dave's answer solved your problem, I will say that AfterCodecs is good stuff if that's what you need. It brings direct H264 export back to After Effects, and can also do HAP export directly from there. I know it's not cheap, but if you have other needs for it, I'll just say that it does work as advertised!
