How can I recreate this effect for custom logos/text?

Hello,

 

I just stumbled over this video and really like the effect. It should be possible to replicate in after effects but I don't know where to start - maybe you guys have ideas?

The layer with the animated circle has echo applied with the delay an even multiple of the comp's frame rate. All you need to do is set and possibly animate the number of echoes and add some glow effects.
