How do you copy a layer from one composition to another in After Effects?

I want to copy everything, including the layer itself, and its keypoints.

The procedure is no different to copying in other apps - select the layer you want to copy; go to the Edit Menu and select Copy (CTRL+C). Then go to your destination/target composition and ensure nothing is selected. Then, go to the Edit Menu to select Paste (CTRL+V). HTH
