How to animate psychedelic loop effect?

I'm pretty new to after effects but want to learn how to animate. I have a specific style I want to create like the example:

How it's done? Just a ton of graphics that loop. There's no special magic ingredient here. The snake is it's own pre-comp and so is the background and anything else. Any basic tutorial can teach you this stuff. The rest is just a choice of graphical style.
