How to animate ribbons like this? (example)

These kinds of animations look like they're digitally painted in 2D (like photoshop), then animated in After Effects layer by layer. But in the video below, notice the pink ribbons attached to the lady's forearms. They look like they were digitally painted, yet animated in a 3D fashion. Can After Effects achieve this? If not, does anyone know how you would make something like that?

That would be really tough to reproduce in AE without 3rd party software. You could make a start in C4D lite, but the deformers are very limited. If you have 20 or so hours to experiment and learn some new software, you could do it in Blender. It's an open-source 3D program that is amazingly powerful. http://blender.org

I think they must have used  Adobe Illustrator and Aftereffect. it is perfectly look like 3d rendered model so they must have used some 3d software Like Blender 3d

the pink ribbons look like it made on 3D software, you can use cinema 4d to simulate the same effects using some deform or cloth simulation, the AE comes with Cinema 4d lite built-in but I'm not sure it if the light version can do that, another solution is to use some plugin like Red Giat Tao, https://www.redgiant.com/products/trapcode-tao/
