how to bend 3d layer to animate swimming fish

hello i want to animate a swinning fish. It´s a side perspective and I'm using a png. I have found ways to bend the tail fin up and down but thats not what I want. I want to bend the tail fin on the z axis. Th tail fin needs to go towards and away from me. How would you animate the attached fish. Your help is very much appreciated!
