How to create a tab with panels?

Hi, so I want to have two panels made into a tab. However, it will not give me the option to.

What I want:

(You can easily switch.)

Though, mine only lets me put them next to each other.

Am I supposed to be hitting a key? I am not sure. If you know how to do it, please let me know!

You click and drag from where it says tracker onto purple tab ... when you see purple tab you let go of mouse yes? 😮🤔 🤔
