How to do a flash light effect at existing real lights?

Good Morning from Germany,

I came across an interesting effect in a music video, i´d like to create aswell.

The videoproducer used an effect to let existing, real lights flash.

I tried some ways, but i couldnt do it. Anyone knows how to do this effect at 2:34?

I would be really thankful, if someone knows how to do this in Premiere or After Effects.

While it's not exactly clear what exactly you are referring to, most of it is just bog standard glow effects such as the basic Glow, CC Lightburst (or for that matter any 3rd-party effect of that same ilk like Trapcode Shine, Sapphire Rays etc.). It's merely a matter of setting paramaters for thresholds and animating a few values.
