How to do this cool effect??

Hi, 

I found a cool edit I would love to be able to create myself from material I have shot. It's this overlay, flickering effect in this trailer. It begins at 1 minute.  Syndromes And A Century - Trailer (youtube.com) Anyone have any idea on how to make this? Is it hard?

It's just a godd old scanlines effect combined with basic opacity animation. The only real trick is that you will need two levels of opacity control - one for the flicker, the other for cross-fading the two footage types which could be doen with pre-composing or using an effect like Transform or any other effect that has a built-in separate opacity control.
