how to make a DVD menu "animated with a logo"?

I have a logo that I wanted to animate and use it in my DVD menu. I wanted that logo to replay ever minute or so. Which program(s) do I use and where are the video to do this?

You use After Effects or any video program you want to create your looping video. Then you use Encore to author the DVD.

Your question is way too generic. A DVD menu is just a looping video, so there's a million ways to create it, including AE. Without knowing what your logo looks like and what specifically you want to animate nobody can advise beyond that, but you might want to read this, assuming you intend to work in AE:
