How to make a Magical Girl transformation background?

Hi! So i am working on trying to make a magical girl transformation for my final project, and ive been trying to figure out how to do something like this for the background https://youtu.be/YST4zSq_phQ ( mainly like radial lines moving fast at 0:51)

i have made like bubbles to make them move fast & loop, but ive been having trouble, all i can manage to do is make them move slow, when i want them to move fast and loop.

i want to do either the bubbles or radial lines, can anyone help out with it?

As well, someone made this on after effects https://youtu.be/OyxY8oTZggo and i like how the glow effect looks. How can i achieve that glow effect on after effects as well?
