How to make this glitch effect

Hello again, I continue to study other people's projects and this time I was faced with the question of creating such a glitch effect.

The "snow" is just Fractal Noise or the Cell pattern effect with suitable settings and of course multiple layers with different settings combined. The streaks and stripe patterns can easily be gleaned from any "VHS tape distortion/ TV noise (stripes)" and "scanlines" tutorial out there. The individual techniques are simply, it's more down to how they are used here and what creates the unique look.

As Mylennium says there are tutorials on YouTube to create glitch effects, but if you search AE's presets for 'tv' you'll find a few ready to go versions, which you can tweak to get started.
