How to slow down portion of clip?

I have shot a video of panning around a waterfall that is slowed down. My goal is to keep the water fall in slow motion but speed up only the panning around the water fall. How can one achieve this?

The only way to change the speed of part of a clip (layer) is to duplicate the layer, change the speed of one of the copies, then create a mask that isolates the part you want to speed up. 

 

If the camera is moving, you're out of luck because the slow-motion part of the shot will not be lined up with the normal motion part of the clip. 

 

I'd have to see the shot to make sure, but I think you are out of luck.
