I had the issue too and figured it out this morning.
Try going into your Applications folder and properly uninstalling AE.
Then go back to CC desktop, scroll down to AE and click Manage < Other Versions <  then it should be available.
Hope that helps.

Also, might make sure your system is up to date.

AE 16.1 requires Windows 10 (1703) or Mac OS 10.12 as minimum. CC app only shows updates that will work on your computer.

Make sure, that you are not on the latest version first (in AE, check the About... screen).

Its very logical that 16.1 doesn't appear in the section "other version" when this version is already installed.
